A YOUNG man stands bare chested as he proudly urinates from a pub balcony in broad daylight as a crowd watches on laughing.
The shocking picture was captured by a Whitby boat owner who was sat with his wife enjoying the summer sun on Saturday.
Dave Wharton, of White Horse Yard said he was disgusted by the behaviour and said The Shambles needs to do more to control the people drinking on its balcony.
He said: "This weekend the whole balcony was at times filled with yet another drunken mob.
"This time one of them was encouraged to jump off the jetty surrounding the new lifeboat shed into the harbour after which I watched him walk soaking wet past the door staff and back into the Shambles and back to the balcony where he stripped off his shirt.
"More drink brought yet another party trick as he stood on two tables on the balcony and urinated in the harbour."
Mr Wharton claims it was only an hour later the group were asked to leave and they left behind a trail of discarded bottles and glasses.
He took his complaint to Scarborough Council, as well as to the police and The Shambles' owners.
On 13 May the Whitby Gazette reported how a drunken man had jumped from the balcony at The Shambles and had to be rescued by the lifeboat crew.
Emergency services were quick to condemn the man's behaviour on that occasion as were The Shambles.
In a statement The Shambles said it would be pursuing a zero tolerance policy to large groups to combat this behaviour:
It read: "We are addressing the situation with the utmost priority and have contacted local police and the licensing authority to discuss how we can work together to ensure such incidents do not happen again in the future.
"Together with St George Security we hope to put an end to this kind of behaviour and develop a zero tolerance policy to large groups and the anti-social behaviour they bring which not only creates more work for the police, lifeboat and other services but ruins the good name of the town as a peaceful holiday destination and a safe place to live.
"We shall endeavour to put an end to this behaviour."
Another witness said the same group moved onto The Dolphin pub in Bridge Street where the police were called after a sign was broken and reports of people standing on tables and bottles and glasses being thrown.
Tuesday's Whitby Gazette reported how the police confirmed they were called to speak to a group of rowdy men outside the pub.
